TOLEDO, OR — The Toledo City Council convened for its regular meeting this evening, but an unexpected turn of events brought heightened attention to the proceedings.
Approximately halfway through the meeting, the council recessed into an executive session citing ORS 192.660(2)(b). This statute allows for the private discussion of matters related to the dismissal, discipline, or hearing of complaints against a public officer, employee, staff member, or agent who does not request an open hearing.
The executive session lasted nearly an hour, during which Editor Barry Bruster of the Toledo Tribune observed from the public seating area.
Upon reconvening, the council resumed its agenda, culminating in a significant vote. The council decided not to grant the interim pro tem city manager the authority to terminate city employees during their temporary tenure.
Seated in the council chambers throughout the meeting were Larry Robeson, his wife Wanda, and his legal counsel, Kristina Kayl. While no official statement was made regarding their presence, their attendance sparked speculation among attendees about a possible connection to the executive session discussions.
The decision by the council reflects a cautious approach to employee oversight during this interim leadership period. The council declined to comment further on the matter, citing confidentiality.
